The four statutes are the Public Works statute (the State Contract Act), the Purchases Act, the Telecommunications Act and the Information Technology Act. The Public Works Act applies to all projects which include modification, construction, alteration or improvement of any State structure in excess of $100,000. The Purchases Act applies to all acquisitions or leases of goods in excess of $25,000. Service contracts are governed by a specific set of statutory provisions contained in Public Contract Code section 10335 et seq.
